UN AI Governance
The only governance track where all 193 states participate. The Scientific Panel could become AI's IPCC — a consensus evidence base future binding instruments build on — and the venue where Global South capacity concerns get institutional standing.
What it is
Following its 2024 AI resolutions and the Global Digital Compact, the UN General Assembly established an Independent International Scientific Panel on AI and a Global Dialogue on AI Governance — the first universal-membership mechanisms for AI, launched in Geneva in 2026.
Established by GA resolution Aug 2025; Dialogue launched in Geneva July 2026.
