The Nordic layer is a coordination instrument, not a regulator: shared digital-identity and data-sharing work, joint positions in Brussels, and a common framing of AI as a public-sector productivity and welfare question. For companies it matters as an interoperability agenda; for policymakers it is the venue where small states buy influence collectively.
