EEA implementation of the AI Act with a sandbox-first, regulator-led national layer
Regulatory posture
Norway sits in an unusual position: bound to the EU single market through the EEA, it will apply the AI Act, but only once the Act is incorporated into the EEA Agreement and transposed — a lag that leaves Norwegian providers preparing for obligations that are not yet law at home. In the meantime the national layer is deliberately capability-led: Datatilsynet's regulatory sandbox, a national AI strategy backed by significant compute and research investment, and strong administrative-law constraints on automated decisions in the public sector. The direction of travel is European; the enforcement clock is not yet running.
